Job description

The Public Centre for Social Action of Woluwe-Saint-Lambert is recruiting a· e Coordinator· ice Energy - Housing (m/f/x) under a full-time permanent contract at the B4 scale of the civil service, with entry into office on 1 September 2024 for theEnergy-Housing department of the Department of Social Action.

Within the framework of the Organic Law of the Cpas of 8 July 1976 and the principle of enabling everyone to lead a life in accordance with human dignity:

The mission of the energy department is to support and ensure access to rights and social and energy guidance for users , taking into account their overall situation (social, financial, medical, administrative).

The mission of the housing service is to promote access to and retention of applicants for assistance in decent, adapted housing and affordable rents, but also to open up access to social assistance rights in matters relating to housing.

To do this, under the authority of the Head of the Housing and Energy Department, the Energy - Housing Coordinator will be required to carry out the following tasks:

  • Coordinate in the field the implementation of the Centre's social policy for the public assisted on the basis of Articles 57 to 68 of the Organic Law, in terms of rational use of energy and ensure the supervision of instruction files in the field of housing and energy; 

  • Exercises direct authority over the staff of the housing and energy department in terms of team management, support and skills development;

  • Develop collaboration with the head of department ;

  • Be the reference person for coordinated projects;

  • Replace the Housing and Energy Manager in his/her missions and provide back-up on both subjects in case of absence.

Profile

Conditions of participation in the recruitment :

  • Hold a bachelor's degree giving access to level B positions in the civil service.

Technical skills:

  • Have knowledge of legislation related to energy and housing issues, CPAS legislation and the institutional and associative network of the Brussels Region;

  • Ability to plan, organize and supervise the activities of the department, ensuring that objectives are achieved efficiently and on time ;

  • Demonstrate team management skills: Be able to lead, motivate and develop a team of social workers, fostering cooperation and collaboration ;

  • Be able to analyze and evaluate the needs of beneficiaries in a precise manner and to develop personalized intervention plans;

  • Accompany and support the teams to offer psychosocial support to beneficiaries, to accompany them in their administrative procedures and to direct them to the appropriate resources;

  • Networking.

Additional advantages :

  • Have proven experience as a CPAS manager in a social service, preferably related to energy and/or housing ;

  • Have knowledge of Dutch and be in possession of the Selor language certificate, corresponding to your level of function.
