Job description

The Public Centre for Social Action of Woluwe-Saint-Lambert is recruiting a Social Back Office Manager (m/f/x) on a full-time permanent contract at the B4 scale of the civil service, with rapid entry into office for theSocial Back Office service of the Department of Social Action.

The Social Back Office service is involved in the process of granting and recovering aid intended for CPAS beneficiaries. Its mission is to encode the decisions of the CSSS (Special Committee for Social Service) and to make payments of aid in order to enable applicants in difficulty to receive the aid due from the community in accordance with the decisions taken by the Committees. It also aims to recover the amounts earned from the PPS Social Integration and to charge the aid to the appropriate subsidies

As an employee of the Department of Social Action, you will be responsible for the coordination of the Social Back Office service. Your role will be to bring your expertise and skills to improve and create effective processes and procedures. You will be the point of contact for communication with the various social services, the accounting and budget department, as well as external partners.

Your main tasks:

  • Ensure the management and development of a team of 6 people by providing them with effective supervision: coaching, training, definition of individual and collective objectives, performance evaluation, conflict resolution and promotion of fluid internal communication as well as motivation at work ;

  • Ensure a harmonious and productive working atmosphere within the team, thus promoting a group dynamic conducive to the accomplishment of assigned missions ;

  • On the basis of the decisions of the CSSS and with the aim of allowing applicants to have access to the assistance necessary to live with dignity, supervise the process of encoding the granting and recovery of social assistance by implementing appropriate procedures and taking into account interactions with upstream services (social service, energy, housing, professional integration, etc.). …) and downstream (accounting and budgetary department and Revenue); 

  • Maintain regular links with the department's social teams and EOS development team to ensure effective and consistent coordination of your department's activities with the department's overall missions;

  • Conduct analyses of the work processes, operation and organisation of the service, exploring in particular the optimisation possibilities offered by specialised software tools such as social software (EOS) and the interfaces it generates with accounting software (Pegase and Onyx); 

  • Actively contribute to the drafting of activity reports and relevant notes related to the operation and results of your department, ensuring transparent and accurate communication within the organization.

Profile

Conditions of participation in the recruitment :

  • Possess a degree or bachelor's degree with a social, legal, economic, accounting or financial orientation.

Technical skills:

  • Be open to learning new subjects : the Organic Law of the CPAS of 8 July 1976, the Law of 26 May 2002 on the right to social integration, the Law of 2 April 1965 on the coverage of assistance granted by the CPAS, the law on foreigners, budgetary accounting;

  • Proficiency in office automation tools (Excel, Outlook); 

  • Be able to learn how to use specific social software.

Assets :

  • Have previous experience in a CPAS in a similar position;

  • Experience as a team leader;

  • Have knowledge of Dutch and be in possession of the Selor language certificate, corresponding to your level of function.
