Job description

The Public Centre for Social Action of Woluwe-Saint-Lambert is recruiting a Director of Care under a full-time permanent contract at the AH5 scale of the civil service, with rapid entry into office for the Rest Home and the Short Stay Centre of the CPAS.

Under the authority of the Director of the Care Establishments and the Director of the Rest and Care Home, you ensure the coordination and proper coordination of the operational teams (caregivers, paramedics) whose work you supervise and control in compliance with legal, technical and quality-safety requirements.

Your main tasks:

  • In the context of compliance with the sector's legislation, ensure responsibility for the harmonization of care protocols (nursing and paramedical care), tools, care records;

  • Plan and coordinate the care policy and ensure the guarantee of the effectiveness of the continuity of care provided (supervision and control), in consultation with the teams, coordinating and treating doctors, while respecting the procedures, the relevant legislation and the directives on hygiene and quality/safety ;

  • Coordinate the interventions of external service providers (medical staff, paramedics, relations with other nursing homes and hospitals); 

  • Participate in the definition of the therapeutic objectives of each of the professions for which you are responsible (caregiver and paramedics); 

  • Assume the coordination and organisation of the service and ensure the harmonisation of the continuing training of the healthcare teams in relation with the human resources department of the CPAS ;

  • Implement the planning and development of change projects, with a view to translating the strategic vision of the CPAS's political authorities in terms of support for the elderly into concrete objectives;

  • Contribute to the sound financial management of the service, including the management of personnel, equipment, care products and stocks/purchases, the planning of purchasing needs, with the aim of optimizing resources and increasing the quality and safety of services and participating in public procurement procedures relating to these purchases ;

  • Participate in the development of the budget and its modifications in collaboration with the hierarchy ;

  • Participate in institutional meetings, both internally and externally ;

  • Ensure the policy of recruitment, assignment of staff, replacement, evaluation and motivation of care staff in collaboration with the human resources department of the CPAS ;

  • In collaboration with the human resources department and the middle hierarchy, monitor working time and absenteeism ;

  • Ensure compliance with personnel standards, ensure the provisional management of the number of personnel, professions and skills as well as the supervision and monitoring of the trainees.

Profile

Conditions of participation in the recruitment :

  • Have a Bachelor's degree in nursing supplemented by a Master's degree (in public health, nursing home management, hospital sciences, health executives, etc.)  ;

  • Be in possession of the certificate in nursing home management which gives you access to the exercise of the function of director of nursing homes, or be willing to present it within 2 years ;

  • Have proven experience in managing a care and paramedical team, ideally in a nursing home and/or hospital environment;

  • Be in possession of the Selor language certificate corresponding to your level or be willing to take it as soon as possible.

Behavioural skills:

  • Demonstrate analysis, communication, initiative, team management and organization ;

  • Respect professional secrecy.

Technical skills:

  • To know the regulatory framework and the environment of a CPAS;

  • Knowing the legislation applicable to the nursing home and its supervisory framework, MR / MRS approval, hygiene rules, etc.  ;

  • Proficiency in common computer tools (Outlook, Word, Excel).

Assets :

  • Have knowledge of Dutch and be in possession of the Selor language certificate, corresponding to your level of function.

Selection procedure:

For the position of Director of Care (m/f/x) in the Nursing Home and the Short-Stay Centre of the CPAS, selected candidates will be contacted around 20/08/24.

The selection will take place in 2 stages, each selective :

  • A selective written test, on 26/08/24 in the morning;

  • An oral test, on 02/09/24 in the morning.
