Job description

The Public Centre for Social Action of Woluwe-Saint-Lambert is recruiting a Deputy Financial Director (m/f/x) on a permanent contract, full-time at the B4 scale of the civil service, with the start of his post as soon as possible for its Revenue Department. 🤝

 The Revenue Department, under the authority of the Chief Financial Officer, is responsible for the execution of payments, the collection of the Centre's debts, accounting allocations and the preparation of annual accounts. It must ensure that the legality of payments is respected and that recoveries are regular, in accordance with the regulations and internal procedures. It is responsible to the institution, its stakeholders and its beneficiaries for the provision of clear and reliable financial information.

The Deputy Chief Financial Officer has a dual mission :

  • On the one hand, as head of the "Accounting Receipt" unit, he supervises three employees whose activities he supervises, ensuring that the tasks are completed on time. It also strives to develop their skills and enrich their knowledge, creating and using all the tools necessary to achieve these goals.

  • On the other hand, he plays a key role in supporting the Chief Financial Officer, assisting him in the accomplishment of his missions and replacing him in his legal and regulatory responsibilities, as well as the Management Committee in the event of his absence. In addition, he actively participates in projects integrating the Department, whether they concern the accounting unit or the litigation unit.

👉 The main tasks:

  • Control the budget and accounting monitoring during the year;

  • Plan and verify the execution of the tasks of the agents for which he/she is responsible ;

  • Participate integrally in projects and improve current processes/procedures;

  • Replace the Chief Financial Officer in the event of an impediment to the Management Committee;

  • Make payments during the CFO's leave;

  • Distribute pocket money monthly to dependent residents.

Profile

Conditions of participation in the recruitment :

Hold a degree or bachelor's degree in accounting, administrative sciences, economics or law. 🎓

  • Demonstrate assertiveness, leadership and dynamism ;

  • Be open to change management.

💻 Technical skills:

  • Be proficient in Excel ;

  • Be familiar with the organic law of the CPAS and the accounting regulations;

  • Fluency in French, both oral and written.

Assets :

  • Have proven experience in the financial field of a CPAS or a municipality ;

  • Have knowledge of Dutch and be in possession of the Selor language certificate, corresponding to your level of function.

Selection procedure:

For the position of Deputy Chief Financial Officer in the Revenue Department, successful candidates will be contacted on or around 06/11/24.
The selection will take place through two events spread over one day :

  • A selective written test, on 14/11/24 in the morning;

  • An oral test, on 14/11/24 in the afternoon.

The written test will focus on the evaluation of two distinct aspects:

  • Mastery of Excel ;

  • Knowledge of the subject matter related to the function (Organic Law of 8 July 1976; Decree of the Joint College of the Joint Community Commission on the General Regulations for the Accounting of Public Social Welfare Centres of 26 October 1995).
