Job description

As a Public Procurement Buyer within the purchasing department, you manage the acquisition of goods and services with a view to purchasing performance and in compliance with public procurement regulations.

👉 On a daily basis:

You will manage and carry out the award of public contracts, from the purchase request to the conclusion of the public contract (prospecting, competitive bidding, analysis of offers, negotiation, etc.).
You will assess the needs and expectations of internal customers and propose the most appropriate solutions (procedures and strategies).
You put the defined purchasing policy into practice.
You draw up the contract documents and the reasoned decisions, as well as the associated internal approval reports,
You will participate in the control and monitoring of the proper execution of public contracts (verification of the conformity of services/supplies, assistance to the internal customer for the identification of any shortcomings, contestation of invoices, negotiation and formalization of contract modifications, etc.).
You will ensure compliancewith public procurement legislation, detect possible transgressions and propose corrective actions if necessary.
You will follow disputes related to the competitive bidding and awarding of public contracts, or the performance of public contracts.
You disseminate useful information and best practices to internal customers.

Profile

You have a master's degree with a legal orientation, or an economic, commercial or technical orientation (or you can have a minimum of 5 years' useful experience as a public buyer). 🎓
You have at least 3 years of relevant experience.
You have a very good knowledge of public procurement legislation.
You are customer and solution-oriented.
You can promote good communication both orally and in writing.
You know how to negotiate, argue and deal with objections.
You are autonomous in carrying out your work but also know how to work in a team.
You are precise, methodical and rigorous in your work.
